Establish a statewide policy for on-farm water retention.
It used to be that farmers only had to irrigate traditonal row crops at certain times of the year. More and more producers are growing so-called "specialty" crops, such as fruits, vegetables and nursery crops that need water at different times in the growing season. If agricultural diversification is to reach its full potential, we must help producers maintain an abundant supply of water on the farm year-round to irrigate their crops when they need it.
