Guidelines: C.E.M. Testing and Treatment Requirements

STALLIONS IMPORTED INTO KENTUCKY FOR BREEDING
ALL TESTING AND TREATMENTS MUST BE PERFORMED
BY AN ACCREDITED VETERINARIAN
LICENSED TO PRACTICE IN KENTUCKY

Mares must qualify as test mares prior to being used. 

In order to qualify: Each mare must have a negative CEM complement-fixation test and be cultured negative from the mucosal surfaces of the clitoral fossa and clitoral sinuses on the first, fourth and seventh days of a 7-day period.

In addition Test Mares for stallions imported from CEM affected countries (stallions quarantined upon their arrival in Kentucky) must be permanently identified with the letter "T" using a hot iron, freeze brand or lip tattoo.

PRE-BREEDING: One specimen each shall be collected from the following sites: prepuce, the urethral sinus, and the fossa glandis, including the diverticulum of the fossa glandis of the stallion and be cultured for CEM.

After negative results have been received the stallion shall be bred to two qualified test mares in the presence of a State or Federal Department of Agriculture representative.

POST-BREEDING:
TEST MARES
Each mare to which the stallion has been test bred shall be cultured for CEM from sets of specimens that are collected from each of the muscosal surfaces of the clitoral fossa and clitoral sinuses.

STALLION
The stallion shall be treated for 5 consecutive days by thoroughly cleaning and washing (scrubbing) its prepuce, penis, including the fossa glandis, and urethral sinus while the stallion is in full erection with a solution of not less than 2% surgical scrub chlorhexidine and then thoroughly coating (packing) the stallion's prepuce, penis, including the fossa glandis, and urethral sinus with an approved ointment effective against the CEM organism. The treatment shall be monitored by a State or Federal Department of Agriculture representative.

Day 1 Post Breeding: The stallion shall be scrubbed and packed.
Day 2 Post Breeding: The stallion shall be scrubbed and packed.
Day 3 post breeding: The stallion shall be scrubbed and packed. A set of cultures shall be collected from the test mares.
Day 4 Post Breeding: The stallion shall be scrubbed and packed.
Day 5 Post Breeding: The stallion shall be scrubbed and packed.
Day 6 post breeding: A set of cultures shall be collected from the test mares.
Day 9 post breeding: A set of cultures shall be collected from the test mares.
Day 15 post breeding: A Post-Breeding CEM complement fixation test shall be submitted from each test mare.

IF STALLION WAS IMPORTED FROM A CEM COUNTRY HE MUST BE RELEASED FROM THE QUARANTINE PRIOR TO ENTERING THE BREEDING SHED: Following receipt of the work sheet, properly completed and signed, the State Veterinarian's Office will issue a quarantine release.
